Building AI-Ready Universities: An Institutional Framework for Embedding Artificial Intelligence Across Higher Education

Abstract : Artificial Intelligence is transforming higher education at an unprecedented pace, requiring universities to move beyond isolated classroom experiments towards institution-wide strategies that prepare graduates for AI-enabled professional practice. While many institutions have introduced policies governing Generative AI or redesigned individual assessment tasks, comparatively little guidance exists on how Artificial Intelligence can be systematically embedded across curriculum design, teaching, assessment, academic governance and quality assurance. Consequently, many universities continue to treat AI as a technological challenge rather than a catalyst for educational transformation. This paper proposes the AI-Ready University Framework, an institutional model that extends existing curriculum-based approaches by integrating Artificial Intelligence across six interconnected domains: curriculum design, teaching and learning, authentic assessment, academic capability development, governance and policy, and continuous quality improvement. The framework positions AI not as a replacement for human expertise, but as a catalyst for developing graduate capabilities including critical thinking, ethical reasoning, professional judgement, collaboration and lifelong learning. Drawing upon implementation experiences within higher education together with contemporary literature on curriculum innovation, responsible AI and educational governance, the paper illustrates how universities can progressively embed AI capabilities throughout entire academic programs while maintaining academic integrity and disciplinary standards. Particular attention is given to the changing role of educators, the redesign of assessment to evaluate reasoning rather than merely artefacts, and the importance of institutional leadership in supporting sustainable educational innovation. The paper contributes a practical institutional framework that complements existing AI curriculum models by providing higher education leaders with a structured approach for preparing AI-ready graduates while ensuring that human-centred learning, ethical responsibility and professional accountability remain central to university education. The framework is adaptable across disciplines and provides practical guidance for universities seeking to transform teaching and learning in response to the rapidly evolving AI landscape.
