Abstract: Urban Digital Twins (UDTs) have evolved from simple visualization tools into advanced, operational systems that support urban planning, real-time simulation, predictive analysis, and evidence-based decision-making. This paper presents a comprehensive review of core UDT concepts, implementation strategies, and real-world applications across varied urban settings. It presents a comparative analysis of case studies from various geographical boundaries, including Singapore, Helsinki, Rotterdam, New York City, and New Delhi. The comparison evaluates critical parameters, including spatial coverage, data integration levels, governance models, and application areas. The findings suggest that UDT adoption is primarily influenced by local development priorities and institutional capacities rather than by the choice of specific technologies. For instance, Singapore has established a nationwide 3D digital twin to facilitate integrated urban planning. In contrast, European cities prioritize interoperability through open standards and sustainability-oriented analytics. New York City focuses on climate resilience and zoning applications, while New Delhi’s electricity-grid digital twin demonstrates the effectiveness of sector-specific digital twin solutions even in resource-constrained environments. Beyond the comparative case analysis, the paper also examines global patent trends in Urban Digital Twin technologies, which indicate a significant increase in innovation activity, with a surge in patent filings since 2016, reflecting growing academic, industrial, and governmental interest in advancing UDT capabilities.
